KT tape for meets

Hello,

Reason I am posting this is because I asked the director of a meet i wanted to attend out of state back in December 2023 if I could use KT tape since I had an injury on my scapula, it was going to be 1 strip. Around that same time I also asked a few directors that have hosted meets in my state if i could use KT tape for an injury while racing. They all said no that it was not allowed. So today i saw a swimmer in the Olympics that swam in the semis and is now in the finals of the 200 breast with KT tape on her knees. Name is Ye shiwen attaching pic and they were not disqualified. Has there been a change to the use of KT tape? Does anyone know
