The general answer is that international swimmers may participate in our sanctioned events if they are members of their country&#39;s swimming federation and have the paperwork to prove it. If they have a membership card, that is what we need to see. Some countries don&#39;t issue cards and in those cases I believe we need to see a letter of introduction from their country&#39;s federation that indicates they are a member in good standing.
