That's the question isn't it? Performance Enhancing Drugs don't enhance ones technique. They provide more power.
I'm speaking out of my area of expertise, but from what I understand, the main advantage is that they help the body recuperate faster, which helps in training.
I mentioned either here or in another thread that I swam w/ a couple of juiced guys. While the rest of us were beat -- especially after several days/weeks of intense training -- these guys could keep going and keep pushing themselves.
They were able to focus on technique AND stamina, whereas the rest of us were more in survival mode: trying desperately to keep our stroke together while tired.
