My strategy in the years that I lived in South Asia and went to BKK frequently (sorry, I can&amp;#39;t seem to remember the names of the hotels!) was to go early morning. Even if they were cleaning the pool once they saw you were serious about doing laps they usually let you carry on. (This strategy works in many less rule-oriented places).

In some places you can also sometimes talk your way into a hotel pool even if you are not staying there...
