Learn to use Facebook. You can hot a few thousand targeted people for $10. Set the geographic location on the college, with a small radius. I'd also get on touch with student services and see if you can put up flyers at the athletic complex and the student center

A lot of mid-large cities have a free, sports-related magazine/newspaper that is given out at YMCA, gyms, etc. Maybe you can get an article or advert in one of those.

If you're close to the college, simple copies placed on posting boards would be cheap advertising. Most campuses have several of these throughout the campus (especially the bookstore).

May be a dumb question, but does the college have a pool? If so, I'd put up signs and maybe hang out at the pool. I swim in the pool at the university in my city. There is a fitness center in the building and several basketball courts. I would talk to as many swimmers as I could when they're there swimming. Good luck and let us know of your progress!
