Lay a towel right by the deck so when the swimmer is finishing his leg, the guy going next does a running start and dives right off the deck. 

Is it legal?

Starting swimmer is supposed to have one foot at the front of the block/deck or have a hand/foot on the wall and be stationary. 

A running start would be very unsafe, too many people behind the blocks with relay teammates, timers, officials, runners. I know it doesn&amp;#39;t, but I&amp;#39;m not sure it&amp;#39;s not. I can&amp;#39;t find anything specifically in the rule book that disallows it.

Here&amp;#39;s the only rule I see mentioning relay starts:
The team of a swimmer whose feet have lost contact with the starting
platform (ground, deck or wall) before the preceding teammate touches
the wall shall be disqualified.

It doesn&amp;#39;t say anything about how that start must be performed. With the right pool setup doing a start from the diving board might be fun, too. Bonus points for the 3 meter board.
 
I&amp;#39;ve done &amp;quot;racing dives&amp;quot; from the 1 meter springboard playing around while I was working at the college pool years ago.  Takes a lot of practice to get the timing right to get the right linear distance and angle though.
