Article 103.2 says 

The referee shall be certified as a stroke and turn judge, starter, or referee by USA Swimming, YMCA, or any other USMS-approved certifying body</description><dc:language>en-US</dc:language><generator>Telligent Community 12</generator><item><title>RE: Certification at local meets</title><link>https://community.usms.org/thread/257862?ContentTypeID=1</link><pubDate>Sat, 26 Apr 2003 06:05:19 GMT</pubDate><guid isPermaLink="false">3187ac58-ba85-4314-b79a-c45cd885e09a:75bbe79f-076a-4d14-b36c-26aff699f05c</guid><dc:creator>MPohlmann</dc:creator><description>As I understand it, at local Masters meets only 2 officials are required and only one of them needs to be certified.  That one would be the referee and would also be stroke and turn judge if you have only 2 officials.  The other official would be starter and stroke and turn judge, but need not be certified.  The referee at a local Masters meet need only be certified at the Stroke and Turn Judge level.
